Costco says its plan is to return to members, in some form, the portion of tariffs that was passed on to them. What that means, what is confirmed, and what is not — plus the general rule for Walmart, Amazon and every other retailer.

What is confirmed

  • Costco is an importer of record for the goods it imports directly. Like any importer, it can file CAPE declarations for entries with IEEPA duties and receive the refund with interest from CBP.
  • Costco said its plan is "to return to our members in some form the portion of tariffs that were passed on to them" (third-quarter results call; reported by HomePage News, May 29, 2026). It also said that it had started to submit its refund claims to CBP. That statement is a company policy, not a government program. CBP pays Costco; what Costco does next is Costco's choice.

What is not confirmed (Costco's statement reported on May 29, 2026)

  • Costco named no amount per member, no date and no method (credit, rebate, price reduction). It said that how much it returns and when depends on how much refund money it receives, when it arrives, and developments in a lawsuit against the company.
  • The CBP texts that we read (its IEEPA refunds page and its declarations to the Court of International Trade; read October 8, 2026) name no retailer. CBP reports totals to the Court of International Trade (about $122 billion, including interest, certified to the Treasury by September 11, 2026, reported).
  • What the class action against Costco will bring. A complaint is filed (Stockov v. Costco Wholesale Corporation, No. 1:26-cv-02734, N.D. Ill., March 11, 2026); we read the complaint only, and the text we read holds no decision. This site lists litigation only with a docket number and a source.

We check Costco's statements before every update, and this page shows the date of the last check. Until Costco publishes terms, treat any email or text promising a "Costco tariff refund" as suspect — CBP's IEEPA refunds page (read October 8, 2026) warns that "Fraudsters and scammers are using emails, notices, social media and other communication methods" to get information from importers, and the Costco statement that we read names no claim form.

The general rule for every retailer

The refund goes to whoever deposited the duty. A retailer that imports directly gets a refund on its entries; a retailer that bought from a US distributor does not — the distributor does. Whether refunds reach shoppers depends on each company's pricing decisions. The bills that would send checks to consumers were referred to committee — see Will I get a tariff refund check?.

If you are a business supplier to Costco

If you imported goods that you then sold to Costco, the refund on your entries is yours, not Costco's. Run the eligibility checker and compare filing firms on the comparison page.
